IEEE Humanitarian Technologies Board Members

The committees of the IEEE Humanitarian Technologies Board facilitate the performance of its mission and vision, as well as its operational and administrative responsibilities. The board members that lead the HTB committees donate their time, skills, and experience to ensure that HTB inspires and empowers IEEE volunteers around the world carrying out and supporting impactful humanitarian technology activities at the local level.

Grayson Randall

Grayson Randall

Chair

  • Grayson is an IEEE Senior Member and the IEEE MOVE Operations lead in the United States. As such he is responsible for the IEEE MOVE trucks and associated equipment that is deployed to natural disaster sites in the United States to support emergency communications. Grayson has been on the IEEE Future Directions Committee and remains active in IEEE Region 3 activities. His professional background is in digital communications, robotics, public safety and emergency response.

Lwanga Herbert

  • Lwanga Herbert is an innovation and technology enthusiast and practitioner inspired by technological solutions to diverse problems and challenges. He is the Co-founder of M/S LOG`EL GROUP LTD, an IT company based in Uganda and the co-founder of Log`el Science Foundation, a civil society organization which conducts research and development in science and technology. Lwanga Herbert was a beneficiary of the presidential innovation fund in Uganda from 2000-2005, which allowed him to develop a variety of innovations to address corresponding community challenges. These innovations were patented with the support of the Uganda National Council for Science and Technology. He has made several contributions within the IEEE community, which includes co-founding the IEEE Uganda Section and implementing humanitarian projects and programs in Uganda with IEEE support.

Simay Akar Koehler

Treasurer, HTB Member & Technical Activities Representative

  • Simay Akar Koehler is a sustainable energy expert and multi-award-winning entrepreneur in the energy industry. She is the CEO and Founder of AK Energy Consulting, specializing in environmental impact assessments and clean energy supply chain solutions.

    With expertise in photovoltaic manufacturing, battery storage, electric vehicles, and renewable energy systems, Simay has held leadership roles in multicultural enterprises across the globe.

    An IEEE Senior Member and dedicated volunteer since 2007, she has significantly contributed to advancing humanitarian and energy initiatives. Simay holds a degree from Middle East Technical University, Ankara, Türkiye, and participated in the Energy Innovation and Emerging Technologies Program at Stanford University. She is passionate about driving innovative clean energy technologies, championing sustainable development, and mentoring the next generation of energy leaders.

Rob Anderson

  • Rob Anderson is an electrical engineer with over 30 years of electric utility industry experience in a variety of areas. Over the past 5 years at Itron, he has worked with Itron’s Global Solutions Delivery Group working as a Grid Modernization Expert focused on Distributed Intelligence. Rob develops technical solutions and management processes to implement non-infrastructure solutions for utilities to meet increasing electricity demands brought on by de-carbonization. Rob has been a volunteer in IEEE for 35 years.  He is currently serving as a Board Member for the IEEE Canadian Foundation and served a Region Seven Director on the IEEE Board of Directors in 2022 and 2023. His personal and work activities coupled with his passion for IEEE have focused him on tech for the good of humanity.

Ruben Barrera-Michel

  • Ruben Barrera-Michel is a technology leader and volunteer advocate within the global engineering community. He has held several leadership roles in IEEE, including Program Chair for IEEE Section Congress 2023 and Chair of the IEEE MGA Student Activities Committee (2023–2024), where he supported initiatives to strengthen student engagement and leadership development worldwide. Ruben has been actively involved in designing mentorship programs, training workshops, and international conferences, with a strong focus on empowering young professionals and fostering collaboration across regions. He is also a mentor in the IEEE VoLT Program, contributing to the growth of future leaders through guidance and community building. His interests include strategic planning, volunteer development, and building sustainable programs that connect technology, education, and service.

Theodoros Panagiotis Chatzinikolaou

  • Theodoros is a PhD candidate in the ECE Dept. at Democritus University of Thrace, focusing on future computing systems and memristive circuits. He currently serves IEEE Region 8 as Vice-Chair, Student Activities and Humanitarian Technology Activities Committee Past-Chair. As R8 HTAC Chair, he oversaw strategic collaborations with HTB, including the SIGHT Groups Accelerator Program and the Community Support Program, managing diverse teams to support regional humanitarian events and projects. He has actively contributed to various HTB’s committees. His service has been recognized with the 2023 IEEE MGA Young Professionals Achievement Award and the 2020 IEEE MGA Larry K. Wilson Regional Student Activities Award. Through active volunteerism, he is dedicated to creating valuable societal impact via engineering.

Samarth Deo

HTB Member & Educational Activities Representative

  • Samarth Deo works at Hitachi Energy in Sweden. He began his career as an R&D Engineer at ABB AB in 2014. Since then, he has held multiple management/leadership positions including heading R&D teams in Sweden, Poland, and India working with software, hardware and FPGA’s. He has also held multiple leadership roles in IEEE, including Chair of the EPICS in IEEE committee and IEEE Sweden Section in the past. He is the Chair of Humanitarian Technology Activities Committee within Region 8 for 2026 and the EAB liaison to HTB. 

Patrick Donohoe

HTB Member & Geographic Activities Representative

  • J. Patrick (Pat) Donohoe received the B.S. and M.S. degrees in Electrical Engineering from Mississippi State University (MSU) and the Ph.D. degree in Electrical Engineering from the University of Mississippi. Dr. Donohoe is Professor Emeritus of Electrical and Computer Engineering at MSU where he retired with the title of Professor and Paul B. Jacob Chair, and returned to serve as Interim Department Head. As principal or co-principal investigator, he participated in 68 sponsored research projects with a total funding of $37M focused primarily on computational electromagnetics and radar. Dr. Donohoe has authored over 100 publications in refereed journals and conference proceedings. He is a registered professional engineer in the state of Mississippi and is active with the National Council of Examiners for Engineering and Surveying, serving on the Electrical and Computer Engineering Exam Committee. Dr. Donohoe has served as an ABET evaluator and is a member of Eta Kappa Nu.

Matthew Imhoff

  • Matthew Imhoff is Technical Delivery Manager at UTS Rapido, a novel technology consultancy based at the University of Technology Sydney and focused on industry and social impact. Previously he developed farming robotics technologies at the Australian Centre for Field Robotics (University of Sydney). Matthew has a long history of volunteering to support humanitarian engineering and sustainable development. He has volunteered for Engineers Without Borders Australia since 2006, including serving as New South Wales Region President. At IEEE, he has participated in SIGHT and HTB sub-committees since 2020 and is currently Chair of the Robotics and Automation Society, NSW Chapter. Matthew holds degrees in electrical engineering and mathematics from the University of Queensland, and a masters in international development from the University of New South Wales.

Kalyani Matey

HTB Member (Non-Voting) & Young Professionals Representative

  • Kalyani Matey is the Young Professionals representative to the IEEE Humanitarian Technologies Board.She chaired the inaugural IEEE Young Professionals Summit hosted by Region 1 in 2024. She holds an MBA in Marketing and is currently focused on expanding Young Professional engagement across IEEE Humanitarian Technologies Board Programs. Kalyani organized key IEEE engagements during the 2024 and 2025 New York Climate Week and participated in the 2024 and 2025 United Nations General Assembly. She brings over 12 years of volunteer experience in social impact and sustainability initiatives, with a strong focus on translating humanitarian intent into measurable action through IEEE.

  • Vikass Monebhurrun received the PhD degree in 1994 and the Habilitation à Diriger des Recherches in 2010. He is the founder of the IEEE RADIO international conference series for which he served as General Chair for all eight editions since 2012. He served as Associate-Editor and Guest-Editor for the IEEE Antennas and Propagation Transactions and Editor of the IoP Conference Series: Materials Science and Engineering. He is currenlty member of the IEEE SA Board of Governors. He was recipient of the Union Radio-Scientifique Internationale Young Scientist Award in 1996, the IEEE SA International Working Group Chair Award in 2017, the IEEE Ulrich L. Rohde Humanitarian Technical Field Project Award in 2018, the IEC 1906 Award in 2018 and the IEEE SA International Award in 2019.

Amira Ouerfelli

  • Amira is an electrical engineer specialized in robotics, embedded systems, and artificial intelligence. She holds a master’s degree in Information System Technologies from ENIT and is deeply committed to creating sustainable impact through technology. She was recognized with the Best Performance Sustainable Project Award at IEEE PowerAfrica 2024. Under her leadership, the IEEE SIGHT Tunisia Section received the Outstanding SIGHT Section Award for Region 8 (2025).

    She currently holds several leadership positions, including:

    Beyond IEEE, Amira chairs the Disaster Response Team at the National Tunisian Red Crescent (since 2020), with a focus on disaster risk reduction and strengthening community resilience.

Vickie Ozburn

  • Vickie has over 33 years of experience in the Aerospace and Defense Industry at Collins Aerospace. She has held several technical and management roles including software development, engineering management, IT management, project management, she is currently leading an systems and support advanced manufacturing team.

    She is a IEEE Senior Member, the past Region 4 Director (2023-24) and IEEE Board member (2023-24), 2025 Vice Chair Geographic Unit Operations, 2025 WIE International Leadership Conference Vice Chair. She has been an active volunteer for over 18 years. She has held several other positions in IEEE, MGA, Region and Section. Her roles have set strategies and goals for the benefit of the organization. Vickie has dedicated her efforts to assist others, both professionally and personally.

Pritpal Singh

  • Dr. Pritpal Singh is a Professor of Electrical Engineering at Villanova University. He has been working in solar energy and battery research for over 40 years. He teaches courses in electronics, renewable energy systems, and information and communication technologies for development (ICT4D). He has worked on humanitarian engineering projects in several countries including Nicaragua, Guatemala, Ecuador, Rwanda, and Burundi. He served as the IEEE SIGHT Education Subcommittee Chair from 2017 – 2019, the 2022 Partnerships Committee Chair of IEEE HAC, and as the host and Chair of the 2023 and 2024 IEEE Global Humanitarian Technology Conferences. In 2022 he was awarded the International Federation of Engineering Education Societies (IFEES) Duncan Fraser Global Award for Excellence in Engineering Education for his educational work in Humanitarian Engineering.

Felix Vega

  • Felix Vega is the Chief Researcher at the Directed Energy Research Center (DERC) within the Technology Innovation Institute (TII), Abu Dhabi, UAE. He leads an international team of scientists and engineers transforming fundamental technologies and ideas into Directed Energy solutions for the industry. His work includes developing technologies for humanitarian demining.

    He holds a Ph.D. degree in Electrical Engineering from the Swiss Federal Institute of Technology Lausanne (EPFL), Switzerland, and another from the National University of Colombia.

    Since 2019, he has served as Secretary of the IEEE Antennas and Propagation Society and as Associate Editor for IEEE Transaction on Antennas and Propagation. His contributions have earned awards such as the URSI Young Scientist Award and IEEE EMC John Howard Memorial Award.

Sampath Veeraraghavan

  • Sampathkumar Veeraraghavan is a globally renowned technologist best known for his technological innovations in addressing global humanitarian and sustainable development challenges. He is a seasoned technology and business leader with over 16 years of experience in the top Fortune 500 companies. As the 2021 HAC chair, he spearheads the global strategy and portfolio of global programs to inspire, connect and engage 400K+ IEEE members on sustainable development and humanitarian activities in 160 countries. Sampath was the Global Chair (2019-2020) of IEEE Special Interest Group on Humanitarian technologies (SIGHT), leading the program to record-breaking growth through high-impact, technology-driven sustainable programs benefiting members in 123+ countries. He is the founder and president of “The Brahmam,” a humanitarian program delivering next-generation social innovations to achieve sustainable development goals and benefit marginalized communities. Sampath served as an expert in “GIGA,” a Global School Connectivity Initiative co-chaired by UNESCO, UNICEF, and ITU. Sampath is accredited with numerous global awards and media mentions for his leadership excellence and technological innovations. He was recently accredited with the 2020 IEEE Theodore W. Hissey Outstanding Young Professional Award. He has delivered 275+ invited talks in International forums, premier technology conferences, and industry panels organized by UN, IEEE, ITU, World IoT forum, and top universities around the globe.

Emi Yano

  • Emi Yano is an IEEE Senior Member and currently serves as IEEE Region 10 Secretary (2025–2026). She holds a Master’s degree in Science and Engineering from Chuo University, Tokyo, specializing in Kansei (Affective) Engineering with a focus on human-centered design and cognitive diversity. At Ricoh IT Solutions Co., Ltd., Japan, Emi has over a decade of experience in human resources and talent development and currently serves as the head of the Human Resources function. Her work focuses on DE&I, career development, workplace communication, and organizational growth, supporting engineers and organizations in adapting and growing sustainably. An active IEEE volunteer since 2008, Emi has held key leadership roles including Chair of IEEE Region 10 Women in Engineering (2019–2022) and Chair of the IEEE Region 10 Humanitarian Technology Activities Committee (2023–2024). She currently serves on the IEEE Humanitarian Technologies Board, where she helps coordinate technology-for-good initiatives and encourages collaboration to support community-focused impact worldwide.

Board and Committee History

The IEEE Humanitarian Activities Committee (HAC) was launched in 2016 as a committee of IEEE reporting to the IEEE Board of Directors (BoD). HAC was an outgrowth of the IEEE Humanitarian Ad Hoc Committee (HAHC) that was appointed at the end of 2011 by IEEE President Moshe Kam and finished in 2015 with the successful approval by the IEEE BoD of the HAC governance documents.

In November of 2022, the IEEE Board of Directors approved to re-establish the Humanitarian Activities Committee (HAC) as the IEEE Humanitarian Technologies Board (HTB).
